Public rights of way in urban areas present a different set of management challenges to those in rural areas. The public, and often officers within the authority, may not be aware of which routes are public rights of way, and which are pavements or are on the list of streets. In reality the difference is of no interest to the walking public, except in who to complain to if there is a problem.
Generally paths in urban areas need to have a better surface than rural paths. They are often sealed with asphalt, or have a stone or concrete surface. However there are urban paths with perfectly acceptable natural surfaces.
Living Streets is a charity dedicated to improving streets and pubic spaces for people on foot. They work on practical projects to create safe, vibrant and healthy streets for all. .
Groundwork can also offer help and advice on improving paths and pubic space.
Devon County Council have recognised the importance of keeping urban footpaths in good condition and have announced that they will be spending £500,000 on repairs - see their press release
